Part 1: Water's Unique Position¶
天下莫柔弱於水,而攻堅強者莫之能勝,以其無以易之。
Nothing under heaven is softer and more yielding than water, yet in attacking the hard and rigid, nothing can surpass it— because nothing can substitute for it.

Water is the extreme case of 柔弱 (yielding):

莫柔弱於水 = "nothing is softer/more yielding than water." Water is the exemplar of Chapter 76's life-property.
攻 (gōng) = attack, work upon, erode. Not violent assault but persistent action. Water erodes stone not by force but by continuous yielding contact.
無以易之 = "nothing can substitute for it." Water's combination of maximum yielding + maximum erosive power is unique. You cannot replace water with anything else for this function.
This is materials science. Water, being maximally soft, is maximally effective against hard materials. The erosion of canyons, the wearing of stone, the shaping of landscapes—all by the softest substance.
Part 2: The Known-but-Not-Practiced Principle¶
弱之勝強,柔之勝剛,天下莫不知,莫能行。
The yielding overcomes the rigid. The soft overcomes the hard. Under heaven, none don't know this— none can practice it.

Everyone knows this; no one can do it.
This is Chapter 41's frame-response problem: the principle is known but applying it requires occupying a position that frames resist. Knowing "yielding overcomes rigid" doesn't enable yielding if you're positioned to grip rigidity.
莫能行 isn't failure of will but structural difficulty. To practice yielding requires not-gripping the position that would enable practice.
Part 3: The Governance Application¶
是以聖人云:受國之垢,是謂社稷主;受國不祥,是謂天下王。
Therefore the sage says: "To receive the state's filth—this is called master of the altars." "To receive the state's calamities—this is called king of all under heaven."

Structural analysis:
社稷 (shè jì) = altars of soil (社) and grain (稷)—the symbolic foundation of the state. The 社稷主 is the legitimate ruler.
Two parallel definitions:

受 (shòu) = receive, accept, take on. The water-principle applied to governance: water flows to the lowest point, receiving all that drains into it.
This is the 谷 (valley) principle from Chapter 6: the valley receives all water because it's lowest. The ruler who receives the state's problems, filth, and calamities occupies the position that enables rule.
Not moral instruction ("rulers should accept blame") but structural observation: the functional position of rulership is the receiving position, like water at the lowest point.
Part 4: The Closing Statement¶
正言若反。
Correct speech appears reversed.

- 正言 (zhèng yán) = correct/true speech
- 若反 (ruò fǎn) = appears reversed/opposite
Structural analysis:
This is the meta-statement for the chapter and the text:
正言 = true statements, correct speech, what accurately describes reality. 若反 = appears as its opposite.
正言若反 = "True statements appear as their opposite."
This explains why 莫能行 (none can practice): the true principle looks backwards from ordinary frames.
- "Soft overcomes hard" appears backwards (hard should overcome soft)
- "Yielding overcomes rigid" appears backwards (rigid should prevail)
- "Receiving filth = mastery" appears backwards (mastery should mean avoiding filth)
Compare Chapter 41: 明道若昧 (bright pattern appears dark), 進道若退 (advancing pattern appears retreating).
正言若反 is the frame-dependence warning: true statements appear inverted from frames that expect the opposite.

The 無以易之 Uniqueness¶
水 cannot be substituted for (無以易之). This is structural uniqueness:
- Water is maximally 柔弱
- Nothing else has this property to the same degree
- Therefore nothing else can perform the 攻堅強 function as effectively
Water is the limiting case. It proves the principle by being the extreme instance.

The 聖人云 section applies the principle to governance. This is application of structural principle, not prescription. It documents what the receiving-position means for the ruler-function.
Traditional Translation (for contrast)¶
"Nothing in the world is softer and weaker than water, yet nothing is better at attacking the hard and strong. Nothing can substitute for it. That the weak overcomes the strong and the soft overcomes the hard—everyone in the world knows this, but none can practice it. Therefore the sage says: 'He who bears the disgrace of the state is called lord of the altars. He who bears the misfortunes of the state is called king of the world.' True words seem paradoxical."
What changes:
Traditional reading treats this as advice: be like water, accept disgrace, practice weakness.
